can't delete a Multi Step form

I am trying to create  a local version of a power pages site using VS Code, but when i donwload the site i get this error message below (i have changed some content in red for security). 

This is a multistep form and its been badly broken for a year but i would like to remove it. for example, when you go into the MSF, it isn't assigned to a website, but when you try to assing it to one, it won't do that and adds CONTENT_INVALID to the file name. each time there is an error this gets added again. 
 
When i hit delete, it wont, and generates and error. i can de-activate it, and i have removed it from the solution, and it certainly looks to be removed from the solution that the power page site is in, after i Sync the site, and try and export it (power pages actions in vscode) its still showing the same error.

I want to delete it and i have looked a XRM toolkit but not sure where to start deleting something that is clearly corrupted.
