Users not found when trying to grant permissions in newly created environments

Good afternoon brain trust,
 
I have recently created 4 new environments.
 
I have 'Not assigned' set on the security group as I use Teams for access.
 
I create a custom Owner Team and add the user as a member of that along with the System Admin role.

When trying to add a user I am unable to find them.
 
If I go to the Basic User security role and try to add the user, I am also unable to find them.
 
The two users I am looking for already have licensing and access to another Environment in our tenant, so licensing should be fine.
 
Am I just too eager and need to wait for the environments to finish setting up (I added Dataverse and Dynamics (with no apps))?
 
Or is there something else I am missing, that would prevent them from showing up?
 
My environments are a mix of Production and Sandbox. (one managed Production environment)

    1) Yes definitely give it time, that being said, while i understand you didnt set a security group, if people are going to show up, it should list them all, whether htey have a license or not.
     
    However, I see that you are trying to add people to a role. First verify they are a user in the Environment
    Go back to the home screen for that tenant
    Click on All Users (far right side)
    If you dont see them you wont see them to add to roles
     
    If you DO see them, then please click one of their names and run the DIagnostic at the top, it will tell you whats wrong.

    Microsoft have now advised through the admin centre this is a known issue they are currently working on.
