How can I ready excel attachment form email and store data into CDS in PowerApps Portal?

This would be a complicated process that you will have to build custom, and probably isn't a Portal question at all - unless you want the upload to occur in the Portal and don't actually want it to occur in email. Either way, you'll need to create a process to get the data (Plugin or Power Automate on create of Note (annotation) entity or some custom upload, perhaps to Azure Blob Storage (https://docs.microsoft.com/en-us/powerapps/maker/portals/enable-azure-storage)) and another process to read the Excel and push the updates. The reading of the Excel is usually a nightmare - unless you lock a form down (which most savvy users can bypass), then you can almost never guarantee data will be input correctly (I can expect field X's data to be stored in A4.. but the user puts it in A5, and a comment about it in A6).
