Confused on licensing

Hi, we have a development group of 15 individuals and more than 20k employees in the company and just started using Office 365.

 

Now my question is how many license do we need to purchase to create PowerApps and PowerAutomate to create workflows for the company?

Do we just need to buy Power Apps per user per plan for just the development team and does it includes premium connector for PowerAutomate as well?

    AS long as you don't develop anything that uses premium features you already have all the licensing you need.  All of the regular Office 365 licenses include a "seeded" license for Power Apps and Power Automate.  Premium features that require additional licensing include things like CDS, Azure SQL, and On-premises data gateway.  But as long as you are using it to extend what is in Office 365 you are covered.

     

    If you want to use the premium features in Power Apps you'll need a per App (covers two related apps per user) or a per User license (unlimited apps).  Power Automate licensing depends a bit on the trigger being used.  If the flow is started from Power Apps or using a selected item/file trigger then it runs in the context of the user, who will need premium licensing.  If it uses automated triggers like, when an item is created it runs in the context of the maker (developer) and they are the only one who needs a license.  The one exception to that is if the user interacts with the flow directly, for example accesses flow to respond to an approval.  Then they will also need a license.

     

    In short, if you avoid premium features you are already covered.  If you use premium features you will probably need to license everyone eventually.
