Triggering a flow when a new flow is created

Hello everyone,

I would like to populate a table as soon as a powerapp or a flow is created.

When creating a powerapps I would like to automatically retrieve its name, id and description.

Same for flows.

Is this possible without the CoE starter kit?
Are there tables that store this information?
I saw that there was an Application canvas and processes table but I can't find my information, what are these tables for please ?

For getting details about flows built, use DataVerse table Process , i think it has all required information

However, when I go to this table, I cannot find all my cloud flows.
Is there a synchronization time?
