Hi,
I've seen several different posts on here about Power Pages licensing and deployment but it's still not very clear to me how specifically it should be setup when moving from DEV to TEST to PRODUCTION. For example, I have created my Power Page site in DEV and it automatically makes it a 30 day Trial. I also have an unconsumed Production license that I only want to use for Production. I've seen that the process for development is to develop in a sandbox and then "Convert to Production". So is the process some version of the following?:
1. Create a website in DEV (creates a Trial portal)
2. When ready to push to TEST, create a website in TEST (creates a Trial portal)
3. Use Configuration Migration Tool or some similar tool like Portal Record Movers from the XRMToolBox to move the site from DEV to TEST
4. When ready to push to Production, create a website in PROD
5. Use Configuration Migration tool to move the site from TEST to PROD
6. "Convert to Production" for the site in Production
Another question I have is what if I "Convert to Production" in DEV for example just before the Trial runs out? Will that work or is there another type of license I need to acquire to avoid running out of time. My project is longer than 30 days.

I answered part of my own question through testing. Essentially if you have a Power Platform environment that is NOT a trial then you can use "Convert to Production" for the Power Pages site you created and bypass the 30 day trial period and give yourself as much development time as you need. It doesn't have to be an actual "Production" environment. Also, the "unconsumed Production license" that my client had has nothing to do with Power Pages licensing. I think it's left over from the old model because as soon as I chose "Convert to Production" for my dev site, that "Production (Add-on)" type is still there and unconsumed and my Dev site is currently provisioning. More to come on the deployment process (unless someone happens to respond to my initial post in the meantime) but from what I understand chatting with some people who have the experience, it looks like it will actually turn out to be some version of what I posted above for the release management. I hope this helps someone! "Convert to production" is confusing (to me anyway). And licensing continues to be somewhat of a moving target for me as well, although I feel like I'm making progress. 🙂
