So when I am in Power Pages and click "Portal Management" it is opening up in Dynamics 365 instead of Power Apps. Is there a way I can change this?
It depends on the template of the site you have chosen. If you choose any of the Dynamics 365 Power Pages Templates then there is a possibility your studio experience might have D365 experience

Can you share some screenshot of it ?
When we open Portal management model driven app, it opens as similar window of Dynamics only.
Are you expecting to open Portal Site ? or Portal Management where we configure site and their components. ?
