Need help to determine the pricing model for power pages

I have some questions about pricing in power pages, i just want to create a static website with an unpredictable number of visitors.

Which type of pricing is suitable for me, pay-as-you-go or normal pricing?
Is anonymous users the same as visitors on the website? So every visitor will be counted?
Can the pricing model be changed while the power pages service is running?

1) You might want to start with Pay as you go to see how many page hits you normally have in a month. Then switch to a regular license if the traffic warrants that.

2) Anonymous users will be anyone who doesn't have an internal AAD login

3) Yes, Pay as you go can be disabled at any time. Set up a pay-as-you-go plan - Power Platform | Microsoft Learn
