show blank if other fields are blank

I'd like to have the drop down options on the Issue Type field show blank IF the request type or the LOB drop down is blank otherwise show the choices in the Issue Type field. Any help is appreciated.

You will need to put in your actual dropdown names and also .Value may not be the output depending on the Items
If( Len(RequestTypeDD.Selected.Value) > 0 && Len(LOBDD.Selected.Value) > 0, Choices([@'eCom Intake'].'Issue Type', [] )
