Multiple approval emails issue

I have several established approval flows that started sending multiple approval emails (5 each) this morning for each request, then go failed status.  Failure code is

BadRequest. Http request failed: the server did not respond within the timeout limit. Please see logic app limits at

    I'm having this issue recur on my gcc tenant. Same as the last time, pending MS Approvals just resend and resend every few hours.

    Found this update on admin portal:
    Title: Intermittent approval creation failures User impact: Users may have experienced intermittent failures when creating approvals. Final Status: We applied configuration changes to the affected infrastructure, and through diagnostic analysis, we confirmed that the issue impacting approval creation has been mitigated. Incident Start Time: Monday, March 27, 2023, 10:30 AM (8:30 AM UTC) Incident End Time: Monday, March 27, 2023, 5:50 PM (3:50 PM UTC) Preliminary Root Cause: An unexpected increase in requests to the infrastructure supporting email functionality for approvals. Next Steps: We're analyzing performance data and trends on the affected systems to prevent this problem from happening again. This is the final update on the incident

    I have a simular case on my tenant.
    For each approval request, 1 mail from flow-noreply@microsoft.com and 2 mails from maccount@microsoft.com are sent to each approver.  If the user approves, the reply is not registered in the workflow.  
    In the interface to design the workflow, some interfaces are changed. I assume there was a update of Power Automate recently which causes this kind of errors.
