Power Pages Hamburger Stack Menu - Inactive on Mobile browsers

The top menu on Desktop viewing is replaced with a hamburger stack menu for mobile viewing. The problem is that the hamburger stack icon is non-responsive on mobile devices. It WAS working on all devices when I was working in the Development Environment, but is not functional after migrating to Production Environment. Requesting guidance on reactivation of the hamburger stack menu component for Production release of the site.

Is it still working in DEV? or did it stop as well?

This should be OOB capabilities, but any CSS customization you may have applied could affect the behaviour, so you need to review your changes.
