is there an expected change in the licensing any time soon as portals are now pages and not considered an included Powerapp using the app per plan/ user license
Does anyone have any info on internal users using Azure AD to sign in to a Portal and what that cost implication is, as I have seen people say azure AD is free and does not consume portal licensing in terms of "external users" but they must have an app per plan/ user license? if that still is the case surely this should be changing soon.
I know from what I am aware I have seen projects where they have limited or low portal licensing but use a lot of AD sign-ins and don't have Dataverse licensing setup for those AD users, but those users are able to login to the Portal and use as normal.
Any advice on this

Unfortunately, we must wait until the next GA to learn more about Power Pages licensing. The only option is to wait for the product team with the best licensing approach. Whatever the case, I am hoping PAYG will be there for sure. This will be good cost savings.
In addition, we have been using Portals for approx. Four years now for multiple projects. Internal Azure AD license is not calculated as far as I am aware. Most of the users in my org are in an unlimited licensing model. Maybe that is also a fact. Why internals Azure AD is not reflected. I have tried to get the view from the CoE dashboard, looks like it may be calculated differently because of various inheritance ( Unlimited licensing+ bulk allocation + PAYG)
I would suggest you raise a support ticket with Microsoft to confirm this from their viewpoint.
