I have created a POWER BI report using POWER BI Desktop which feeds off an excel file. I have published my report to POWER BI service (online).
I want to share my report such that my users can upload their data on the excel file (in its template form) and publish it on POWER BI service (online).
Note that my users can't download the POWER BI desktop app. They have access to the POWER BI Service (online view).
I'm trying to find out an efficient strategy so that users can upload their own data and view their unique report based on their data. Keep a note no two user will have the same data set, but the data they all have consists of the same headers and structure (so loading/refreshing the data won't be a problem).
Any suggestions?

Thank your reply, I'm trying to get my users to create their own dashboard with their own data using my original report/dashboard.
I don't want to hold a central database with all the users and give them access, rather I want to mimic the process of giving them the .pbix file and excel and allowing them to link the source using POWER BI desktop.

Based on your description, you want to share a Power BI report and let each user see different data, and create only one dataset. For your needs, I think the best thing to do is to combine all the data into a single dataset and then use RLS to make it possible for different users to see different data.
