Page header from page template gets put inside form component when a form is added to page

I'm currently working from the Customer Self-Service Portal template and the default page template for forms seems to be enclosing the page header.
Due to this the styling is different on forms versus the rest of the portal.
 
Is there a way to get rid of this without having to build a custom form web template that somehow does not exhibit this behavior?
