I am trying to start a business. And I designed my website idea on paper, and wanted to use Microsoft as the website hosting service. I believe that Microsoft has become a much better company over the years, and I am chosing Microsoft over other hosting services. But I can't create an account without a "business" email address. Which begs to question, how does one get a business email address without first creating a website for it? Yes, one could reserve the domain name, find someone to host the email server and then, find hosting. But I don't agree this should be the path, since everyone else just allows the user to create a website with any email, and then once the domain is reserved, it can be used for both email and website hosting at the same time. I guess Microsoft wants me to buy the email service first?

as you said yourself, to be able to use power pages you must have any account with a license. From there you can upgrade to Power Pages.
Depending on what your business is all about, be sure that PowerPages is the right choice for you. Even when it is always advertised as low code no code you will need a general understanding of the entire Power Platform as a product and some more with html CSS and HTML probably JavaScript.
If you need some more help, it would be great to get some more information.
