Hi Team,

We have a requirement to do the duplicate check on contact record based on email address and phone# but we can't use contact API as its allowed to access/download all contact records after login into Portal/Via logged in user. Please guide me here.

I believe in you current situation the only way to go is to develop a C# plugin to do the logic for you, But I am not sure if you have someone with the capabilities of writing C# plugins

At the moment you have to code something (in the future maybe via a power pages flow), your options are:
Real-time plugin
Real-time Workflow with a custom workflow activity
Action (would still need custom code) - that you call via the Portals Web API
For the real-time plugin/workflow you will also need to turn on a portal Site Setting so that you can push a nice error message back to the Portal.
