We are just starting with a PowerApps portal, and some questions arise on the billing side:
If a user leaves a logged in browser tab open and goes away for a day (over 24 hours), will the reload of that tab count as a billable authentication, or will it reload to the login screen? Presumably you can force a logout after x hours inactivity in the client side code if required.
If no-one logs in during the billing month, the minimum 100 logins would be billed anyway?
A new user can run through a (BPF type) process and create records in the underlying Dynamics instance including a contact/lead record and this would be billed just under page views? So a full lead to opportunity to quote process could be handled this way and authentication details handled later?
I'm sure like many, the choice between a Portal and building your own is a tricky call...

The short answer is " Multiple logins during the 24-hour period count as one billable login". For your next question:
