Change Password Button on Portal Not Working

Hello,

For some of my users, the change password button on the portal isn't working. This is the button that opens up the side menu that allows you to manually overwrite that portal users password. I checked the security roles and those users have the proper roles enabled so I know its not an issue of that kind. Any ideas of what this can be?
