I just created a sandbox environment and want to migrate the site to the new environment.
but i can't see the portal management, only there is Power Pages Management?
what's the difference? how do i get the portal management?
also, when i tried to import my solution, it says have a dependencies with MS Solution, how do I add that solution to the new environment?

You will need to create a new website after doing the below steps:
1- From https://admin.powerplatform.microsoft.com/
2- After selecting you environment, from the right side please select the Power Pages Sites
3- Turn off the "Switch to enhanced data model"

Microsoft didn't announce so far for any plans to migrate from Standard data model to Enhanced data model, you can find more here Enhanced data model | Microsoft Learn
For the web roles: yes, you will not be able to find the web roles from the related but you still able to find it on the contact webpage as shown below

so, will there be a feature to upgrade to Enhanced data model or migrate standard data model to environment Enhanced data model?
about Power Pages Management, there is this feature that isnt there in the portal management, like this web role i can assign contact from here. but in enhanced is not there.

As @ragavanrajan described there are two types of the data model for the power pages (Standard data model & Enhanced data model).
If your environment is a newly created one then you will find by default the Power Pages model driven app.
You will not be able to migrate your portal from the old environment to the new one because as mentioned they are two different types of the data model.
Now you have two solutions:
1-The hardest one: At the old environment you have to repeat all configurations from the Portal management to to the Power Pages management, then you can migrate your website to the higher environment.
2-The second solution is disabling the enhanced data model on the new environment and do the next steps:
a- after disabling the enhanced data model wait from half hour to one hour to let Microsoft installing all needed packages for the Standard data model.
b- After Microsoft completes the installation then you will be able to see the model driven app for the Portal Management.
c- Now you can create new website based on the standard data model, then migrate your website from the old environment without any issues.

in simple terms, both are the same
1. Power Pages management = Enhanced data model ( in your environment)
2. Portal Management = Standard data model (in your environment)
Ground rule: When you want to migrate make sure your source and target environment use the same data model
To add missing dependencies
1. Solutions > select each table > Add missing required objects.
