For the last 2-3 days, the File Menu Bar disappeared while at Make.PowerApps.com. Wirdly enough it disappeared only for new Apps, while if I open older ones it's still there. Would be thankfull if someone could enlighten me on how to get it back.

I recently needed the 'File' menu so that I could save my Power App as a .msapp file (and then use the unpacking feature to look at the app in Visual Code - let me know if you want me to explain what this is). Without the menu ribbon (and especially the 'File' tab) I could not for the life of me figure out how to save the Power App locally as an .msapp file.
The good news is I found a very simple was to get that precious .msapp file. Simply open the Power App in edit mode, and then hit F12. This immediately triggers the autosave function (you'll momentarily see 'Saving') and, for reasons unknown, prepares the file for download. Here's what you will see:
Now just click 'Download' and hey presto, your .msapp file is saved locally.

Agreed. I find that a retired menu option that is still useful has generally been moved to another location. For example collections can be found under Variables now.
Thanks but "retired" suggests it will disappear entirely at some point. I'm not sure this really a solution. A temporary stay of execution for a useful feature at best.
This is a solution. Currently under the Retired Tab.
glad I found the answer, but the real question is why on earth would anybody think retiring it was a good idea. 🤔

I also faced the same problem and found out the solution below.
1. Click the setting menu (cogwheel on left bottom of the screen), then "Settings" pops up.
2. Go to "Upcoming features", then check the "Preview" tab.
3. Go down to "Enable legacy ribbon", and switch it to "ON".
Then, you can see the ribbon menu right away.
Thank you very much. What makes the classic Menu Bar disappear is a Preview Feature which is now probably activated as a standard, by deactivating it the old menu bar is again available.
From within the app, select Settings, and then refer the sections Preview, Experimental, or Retired features using the available tabs.
If there is no on/off there then it is permanently changed.
What is unclear to me is why it still shows on Apps I already developed. Is there a way to display the "Old" Menu Bar? As I honestly find the new one way way way worse
