Is it possible to access a document held in a different tenant's SharePoint document library? If possible can the document be accessed through PowerApps Portal.
I'm hoping to process and store record data in CDS and PowerApps Portal in tenancy A, while any actual documents would be stored in tenancy B.

What you are looking for is not supported, there is an idea posted 2 years back which you can vote to it however the current status is that the cross tenant flow is not supported.

I believe this is not supported, I am not sure how it works on SPO side but taking in consideration the CDS and Dynamics CRM which I worked with you cannot have this type of cross tenant integration.
