I have experience with the "old" Dynamics 365 Portal. I just tried Power Pages Studio and think it is currently lacking too many features to be able to be used. The "new" Power Pages Management App in the CRM looks the same like the old one. The only difference seems to be that all portal related entities changed their prefix from adx to mspp. Also they seem to be virtual entities and the real data is stored in JSON in the Portal Component entity.
Is it recommended to create new sites with Power Pages Studio and then just use the Power Pages Management App? Also a benefit seems to be that those new portals can be deployed via solutions.

last year MS made the transition from portals to power pages which is for now the way to go. You will be able to find use the enhanced data model and the latest version of Bootstrap. There are no more updates for the "old" portals, so going with pages is the best opportunity for now.
Creating a page is just as you stated. Using solutions and pipelines are working in most cases, problem is that you will probably have other urls etc depending on your Setup which need to be changed additionally. I faced some issues when they first started by releasing the solution option but it seems to be fine now.
