The interface doesn't match the current version ( maybe it's just me?)
Maintenance model driven app -> Active Locations -> Export to Excel -> Online Excel is not available for this step, so file upload is not possible. But you can enter data directly into the table ( not into Model driven app) -> edit/ or Import
For reference, this is a screenshot from the video 14.
I just tried this and the Export to Excel option appears for me, as shown beneath.
Can you confirm that you're running your app in 'play' mode? If you're trying to access this menu item whilst editing the app in the editor, that could be one reason why the menu item doesn't appear for you.
