For me this error started when i ran the pac paportal command in VSCode to download and overwrite the portal i'm customizing, after having changed the site navigation using power pages.
When i ran pac paportal uploat --path "C:\..." it managed to update most records successfully, but failed to update the 'Adx_weblinkset' and 'adx_entitypermission' entities because the records with the specified IDs 'did not exist.'

Had the exact same message.
For me it was when someone had created a portal and despite me having the same admin credentials any time I would create a new page it would throw this up as I wasn't the one who created the portal.
Envinronment Admin is needed but you also need to be the portal creator if you're not already.

I created a Microsoft support-case regarding this and from there found out that there is an issue with this template leading to the portalbasictheme.css missing in the portal management app on provision. What I did was to provision another portal using an other template, download the portalbasictheme.css and upload it into the portal management app to the site using this template as a new web file. Since then, the template has worked as excpected.

Basic creation of a brand new power pages site using the Dynamics 365 Customer Self-Service template. Seems like I am not the only one facing that issue. Should be easy to reproduce I guess.

Unable to save: Adx_weblink With Id = 50ec88a8-1d5a-4ce6-93cf-3401ce55f963 Does Not Exist
when creating a brand new power pages site using the Dynamics 365 Customer Self-Service template.
Any idea if it is worth trying and trying again or is it better to give up using that particular template. Thanks.

same here... I just created a new site and i tried to edit text and get this error "Unable to save : Adx_weblink With Id = 0a0d9f91-7f25-471f-82b1-238ffbeb45fc Does Not Exist"
