I had a doubt regarding the power automate premium pricing it says 15$ per month per user but then I came across information which stated that the price is not 15$ and we need to pay separately for each sector

    Yes, so for the 15$ you will have access to the cloud flows and attended RPA, but for doing unattended process you need to have a machine and unattended bot license which can be separate licenses, but it depends on your Organization what to use if they only to use cloud flows then 15$ per user/month is enough. If you have automations that need unattended capability then you need to take the unattended license
