Attachments from document library are added to email based on modified by user

Current Scenario

1. User attaches multiple files in Power Apps

2. Flow sends these attachments to a Sharepoint document library

3. If there are 3 attachment, 3 lines are created

To Be

1. Once the attachments have been added in Sharepoint, I want 1 email to be sent with all the attachments from that specific user who uploaded the documents in the first place from power apps

1 email to have attachments from only 'Indy Bansal' and in the body of the email to say Attachments added from Indy and sent to HR

and then another email to have attachments from only 'Peter Smith' and in the body of the email to say attachments added from Peter Smith and sent to HR

Currently

1. I have been able to create a flow where all attachments are added to an email and sent to a user HOWEVER if 2 attachments are added then 2 emails with 2 attachments in both the emails come through.
