Solution:Dataverse had 2 languages enabled, but one of them wasn`t translated properly, and the values would be blank. I translated all the values for the 2nd language using xrmtoolbox.

Users have permission. That table is also being used as a list in another part of the website.
Can you make sure that users have read permissions to the lookup table? It may be a simple matter of permissions.
