When docs say it's still in preview and "The copilot for app users in model-driven apps feature isn't enabled by default. Administrators must manually enable this feature for their environments" ...

Found it automatically switched on across 3 environments (sandbox and prod) today.

Interestingly, the last option is set to Default which should mean only Copilot in Dynamics 365 Sales apps is enabled - however it's enabled on all model-driven apps in the environment. The default value for the second option should actually be 'Off' instead of 'Default'.

Plus, Copilot couldn't answer a single question, just keeps responding with "Sorry, I don't know that one yet, but I'm always learning."

Please don't turn on half-cooked Preview features in our environments (especially production). What a mess.

I think it's not working, for me at least, and giving all those same useless responses because all the PowerApps environments I work with are based in the Australian region.

Which brings us back to OP's original point, don't turn on half-baked features. I would love to be able to let my clients use this feature but it is just so dumb and useless.

You should be able to turn it off, but appears to require it to be done in multiple spots.

From the Admin Center->Features, turn off the co-pilot items

From make.powerapps edit the App, when inside, go Settings, then turn off every co-pilot related setting (there's a couple of them)

Save and Publish the App

Play the App, then if still present F12 to open the Browser console, then with the console open Right click the Browsers refresh icon and select the 3rd option (you only see the 3rd option with the browser console open)
