Hi, does anyone knows if Power Apps for Office 365 (Plan 3) includes Power Pages?
Or if is there a way to make a site public using Power Pages development license?

as stated here that should work for your purposes.
You can open your page but only for specific users.
Visiting your page anonymously seems not to work.
If that is something you want, you will have to consider the full license.

What about Power Apps Premium?
It includes Power Pages Internal User and Power Pages vTrial for Makers.

for PowerPages you need a specific license which also comes with dataverse. A M365 License E3 won't include that.
You can get your developerlicense and create your own page, but that will not work for general purposes as it is a "developer" license and not meant to be. It's more for testing new things etc.
