Cannot Sign a PDF After Protect PDF from Copying, Editing and Printing Action

Hello,

 

I am trying to create an Approval Flow that Protects a PDF that is attached to a SharePoint Online list then sends it for approval including signatures.  I have a Test that can successfully protect the PDF using the Protect PDF from Copying, Editing, and Printing Action in the Adobe PDF Tools connector, then replaces the unprotected PDF with the Protected version.  It is set to Allow Fill & Sign Form Fields Editing? As shown below.

When I open the PDF in Adobe Acrobat DC, the Signature fields are highlighted.  When I click on one of the Signature fields it does not bring up the digital signature field. If I click on Sign document by typing or drawing a signature: It says The author of this form has specified the fields which you can fill.  Click on any field to start filling the form.  The option to Sign yourself and Request signatures are grayed out.  Clicking on the Signature fields still does not work.  I go into the Security settings on the PDF, it shows that signing is Not Allowed.

I am unfamiliar with the Adobe PDF Tools Connector, so there may be a wrong configuration setting.  However, I don't know where to look.
