Combobox - IsEmpty on Start

Hello,

I am not sure if following is standrd behavior or not. I am confused from it.

I have a combobox with items:

I have also a label with formula:

IsEmpty(ComboBox_Filter_ProjectType.SelectedItems)
 
When the app starts then the value of the label is false.
If I select an item from the combobox and then unselect the item then the value of label is true.
 
I need to the value of the label to be true on app start.
 
Does anybody know how to handle this?
