Hello.
When i try to create a Power Page, I go through the gui and after some time, i receive the error message "Unable to complete the set up process. Please start over." even though I am an admin for the environment.
Is there a setting that is missing?

This usually happens when you try to create multiple sites at one time, so whenever you create pages and this error occurs just try to restart you portal.
Once your restart has completed just try to create power pages.
Below mentioned Steps are to restart your portal:
1) Navigate to Power Apps portals admin center.
2) Go to Portal Actions > Restart Portal.
3) Click the restart this portal.
