Submit attachments to Dataverse table

I am new to power pages and believe I have followed all the documentation to set up my first portal app (Power Pages). I created a dataverse custom table and a form. One of the fields is for an attachment. The power page is to enable a user to upload a document to the via the form. I made sure the table can accept attachments. Ditto for the form. When previewing the form, a message appears "The record hasn't been created yet. To enable file upload create this record". How do I create the record when that is exactly what the form is supposed to be doing? What am I missing? Any help would be appreciated.

The main record needs to exist before uploading the files into the File type columns - so you an only upload on an Edit form. Your options are to:
Take a multi step approach, either a multi step form where the file upload is on an edit step (usually the second Step), or a basic form that redirects on success to a 2nd basic form and the second form has the file upload; or
Use Notes attachments instead, there is a setting on the Portal Forms that will let you perform an upload on an insert form.
