What type of powerapps license do users need to use Emergency Response?

What do you exactly mean about Emergency Response?

Do you mean that "Hospital Emergency Response"sample solution here:https://docs.microsoft.com/en-us/powerapps/sample-apps/emergency-response/overview?

If so, you need these licenses:

Power Apps license.
Power BI License if you'll be using the Power BI dashboard available as part of this solution.

Since when you deploy this solution, you need to create an environment with a Common Data Service database.

So you need to have a powerapps license that could create environment.

Who can create environments?

So you at least need the plans that are marked in red. PowerApps plan includes: per app plan, per user plan.

Please notice that: the trial plan will expire in 30 days and could only be based personal, which means that do not have the feather about permission, sharing.

You could choose one based on your demands.
