It might seem to be "out of topic" especially with the purpose of the Power Platform. However, I am trying to see if there is any possibilities to have the availability of user interaction with the PowerApps / Power Automate, only when the users are within the organisation WiFi network or through a VPN connection when they are out of the office premises. This is a requirement for our organisation security concern.

Just to complement a little on what @ashlega and @RobElliott are saying, don't forget that Power Automation doesn't run on your computer. It's a service that you invoke and it's run elsewhere, so it has no awareness of where you are or the local conditions.
The only solution that I see is to try out the trigger "When I enter or leave a location" and see if you can, by the location, trigger the Power Automation.
It's a long shot, but you can try this to see if you can get something out of it.

I'm thinking it might be something Azure AD Conditional Access could do... at least it's worth giving it a try:

Hi @tanjuayyong I don't know of any way to restrict Power Apps or Power Automate to only within the organisation wifi or via VPN. If a user is able to login to Office 365 over, for example, their home wifi they will be able to do everything that they can in the office. I think this is by design as Microsoft are pushing the "work anywhere" culture. I never visit any of our offices!
