License required to develop Power Pages

I've been reading the October 2023 Power Platform licensing guide (https://download.microsoft.com/download/9/5/6/9568EFD0-403D-4AE4-95F0-7FACA2CCB2E4/Power%20Platform%20Licensing%20Guide%20October%202023.pdf) and I have some questions.

 

Do I need the Power Apps Premium in order to develop Power Pages?

 

There is a section on page 23 stating that if I develop on the same tenant which has a Dynamics 365 enterprise product, I can get a Power Pages website for free if it is mapped to that Dynamics 365 product. How would I map it? How would Microsoft know if it is mapped?

    I also want to ask something else. It seems like the price for authenticated users for a normal company with 500-1000 users would cost too much per month? Are there other Microsoft licenses that would offset this?
