I have exactly the same problem when creating a power page from a dynamics 365 template (partner portal, or customer self service for example)... did you ever solve it?
You can restart the power page site from admin portal and check again after that
I have done that already multiple times... also reprovisioning does not help... I am able to create "blank" power pages without any problem... it seems to be environment specific, since I was just able to create a new site with the same template in another environment in the same tenant; I will try to find out what the differences between these environments are...

it seems that only "dynamics" templates are not working:
You see that error message if you attempt to install one of the "Dynamics 365" templates when your environments power pages is set to Enhanced. To install those templates you need to turn enhanced off (note: if you have just deleted a Site you may get an error message when you try to turn enhanced off, you will then need to leave it a while before being able to turn it off)
To turn off go the Admin Center (https://admin.powerplatform.microsoft.com), choose your environment, then Resources->Power Pages sites then toggle button in the command bar.
I know that "enhanced data model" is not available for dynamics templates (see Enhanced data model | Microsoft Learn), but the documentation states "The following templates use the standard data model even if the enhanced data model is enabled in the environment".
I have tested the same template in another environment, where "enhanced data model" is also switched on, and there it works without any problem.
I just came accross the following message in the Admin Portal:
Strangely enough this message appears in both environments (the working and non-working one)
I have run "retry upgrade" for both package. After a while the upgrades were done and the power pages were provisioned automatically...
