Thanks For assist, Restrict Files To Accepted Types forget to enable. the problem have been solved
Do you have any plugins/workflow associated with the Notes entity? if yes, can you disable just as a test.
Can you also create a site setting with the name Site/EnableCustomPluginError and value True, this will give us the real exception.
When i fill in Accept MIME Types, Will prompt error message. Please correct me it fill in true.
Try adding the following:
