Create approval workflow without trigger

I'm designing an invoice approval process where an email template is sent to partners for approval/rejection/change recommendations. Upon approval, the workflow would trigger RPA automation for further actions.

𝐌𝐲 𝐪𝐮𝐞𝐬𝐭𝐢𝐨𝐧:

  1. Can Power Automate be used to configure this process, considering the email template resides solely in Outlook and there's no involvement of SharePoint, MS Forms, or Teams for triggering it?
  2. Plan to use adaptive cards to build the design. What action cards would be needed in Power Automate?
