I signed up for the 30-day trial of Power Pages last November and created a couple of test pages. I lost access at the end of the 30-day period, but yesterday my organization purchased a license for 500 anonymous users/site/month. However, when I navigate to the Power Pages site to create a new page, the option to do so is not present/greyed out. I'm sure we must be overlooking something extremely basic, but we have no idea what. Any help would be sincerely appreciated.
Figured it out. I needed to have our admin go into Microsoft 365 Admin Center and assign me to the App Developer role. Not sure if that was in the documentation. If it was, I missed it, because I found this fix from a random blog article.
This is not related to licensing, to create a site you don't really need any specific license. It would be something else, if u want to share ur URL with me in DM, i can take a look at it
Hi @Timepants,
do you have the link to your page and could access it directly?
Actually you purchased the user's license. But does your account have a proper license to develop?
Ask the global admin to access the page and see if he/she can see your previous pages.

Hope that helps.
