In normal SharePoint lists, I have previously been able to edit the button "create new item" with a custom form via Power Apps. I created the power app from within the SharePoint list via the "power app--> customize form".
I tried to do the same in a document library list, but only been able to trigger power apps when "edit all" is done, but not when a user is trying to create a new item. I have tried to set the "SharePointIntegration" on "OnNew" without luck. The expected behaviour I want is:
When a user clicks on "new item -->word.docx" file, a custom list form will appear where the user can input metadata for the created file. Is it possible?

Would you like to make SharePoint library prompt the metadata panel with PowerApps customize form when user create a file or drag and drop a file into the library?
If so, I'm afraid there is no way to achieve that need in modern SharePoint library, if you would like this feature to be added, you could suggest an idea in PowerApps Idea Forum:
