How are the 'powerpagesdeveloper' environments created

Hi

Admin question - I can see quite a few environments created with the naming e.g. 'PowerPagesDeveloper-020224-192753'

I know they do not have permission to create websites but i cannot work out how they are being created. Any advice ?

Roles and permissions
There are several required roles and permissions in Microsoft Power Platform. You'll need:
A user account with Read-Write Access Mode
System administrator role
Permissions to register an app in Microsoft Entra
If website creation is disabled in the tenant, users will also need at least one of the following roles to create a website:
Global administrator
Dynamics 365 administrator
Power Platform administrator
