Hi!

So our team is planning create a "Team Portal" or an "Operations Manual Site" where we will create a site for our team then there will be a table of contents about different topics with files uploaded there for their lessons.

I know this is possible with Power Pages but I'm not sure how to operate the "login to access the website" thing for this. Is this possible? Like we could only allow members with access to the site or something?

Probably need more info to provide an accurate answer (e.g. will they be licenced for Dataverse and in your Azure Active Directory). The easiest would be to make sure that Open Registration is disabled, and then Send Invite to people (contacts) from Dataverse.

In addition, to authentication, you can also define web roles and hide contents based on their profile. Please check the below thread if the solution is matching your needs.
