Create and manage Portal

Hello,

How can we get a user to set up a Power Apps Portal with a Dynamics 365 instance  but restricting customisations to that portal only?

So the user can configure and manage the portal without having access to other settings such as Dynamics 365 settings , Solutions, Model-driven apps and CE apps
