Assign document editing permissions, then change to view only

In my flow, a document is added to the library > a set list of people are assigned editing access > an approval process is executed > the document permissions are changed to view only.

I have site permissions set so that visitors ONLY see documents they have been granted special permissions for. This works great at the step where they are assigned editing access.

After the approval process, I stop sharing the document > update document poperties > grant View Only access. At this step they should be able to open or download the document, but NOT edit its contents.

After changing the document permission to view only, they can no longer see the document in the file library. Why does granting editing access work, but not view only access?
