portalbasictheme.css no longer generates by default for new sites

While designing a site I found that every Home page would display an error message "There was a problem displaying the preview" and investigating the CSS shows that portalbasictheme.css no longer is applied to brand new sites and displays a "default css disabled" error. After going to portal management and manually adding portalbasictheme.css to a site, the disabled css error goes away, but the home page still shows the preview error. If I preview the site, the home page appears functional - I just can't edit the home page from the power pages designer. I'm also able to edit using the classic power apps portal designer. 

 

This is the case for every new power pages site I create now - the default css web files are missing the portalbasictheme.css file, and the designer shows an error when trying to edit the home page. Is there a setting that I can use to resolve this?

    Hi,
    We attempted to replicate your error by creating a new portal site using a blank template, but we did not encounter the issue you described. We also confirmed that the "portalbasictheme.css" file was present by default in the CSS, and no styling errors were observed. After examining the Portal Management App, we verified that the 'portalbasictheme.css' file was already present and active. Additionally, we were able to edit the Home Page using the Power Page Designer without any problems.

    Same issue here. You also have the error in the styling: "The default CSS files have been disabled or moved. To edit or manage them, go to the portal management app. CSS file at bottom takes higher precedence compared to above one." ?
