Power Apps Form Not Saving When Removing an Input Value

Hello!
I have a Power App where people can track savings and cost avoidance projects for various parts of our enterprise. Sometimes, someone will enter a project under Cost Savings but mean to enter it under Cost Avoidance. When they go back in to edit the form and remove numbers from one field to add to another, the form will save with the added fields but will not delete the fields removed. Even if we put in a "0" instead of value, it still doesn't remove. Anyone have this issue?

 

EXAMPLE: In the screenshot below, the user deleted the "31667" from the field with the red box and added it to the adjacent field to the left, however after saving, it kept the "31667" in both fields. Thanks in advance for your help!!
