Is there a way to avoid a record to be deleted if a specific record column has a specific value? Or is it possible to make a table readonly if some status column has specific values?

Create a real-time Workflow (or Plugin) that triggers on Delete and in it check for the condition and then Stop the Workflow as cancelled/failed. Other options in a Model Driven app are to edit the Command Bar etc to set a condition on the Delete button (but this just hides the button, and doesn't stop someone who knows how to from deleting) for this option look at the Ribbon Editor in XrmToolBox by Develop1 (at the time of writing the new out of the box ribbon editing does not expose everything you would need on 'legacy' buttons).
