Managing Web Pages Categories from Pages

I'm currently looking for a way to utilse category so that pages can be grouped and filtered by categories.
However, I didn't seem to find a way to manage (i.e. add, edit, or remove) categories for web pages in power pages.
I am aware that it is stored in the Dataverse as a choice `mspp_category`, but it is not listed in the choices list and it seems to be locked for edits (at least from the account that I have).

Would I require some kind of permission to edit categories or can I actually manage it from dataverse or power pages side?

I have tried looking for a way from this documentation link below but I can't find 'Service Management' and 'Knowledge Management' section in the settings. Am I missing some kind of permission for that?
