I recently started the free trail of powerapps and thought I would buy a per app license. When I go to assign that license it says I have one but its not available. Is that becuase I am still on the free trial?.

To clarify this point, a per app license is for a single user. If you have 60 users and you want them all to have access to your app, you would need to purchase 60 licenses.
Per app licenses are assigned automatically when a user without a license tries to run an App where a per app license has been made available in the environment. They can't be assigned directly to specific people. This article explains how to use them.
